What are the two approaches to promote development in a country?

There are two approaches for a developing country to promote development. If a country has a natural resource such as petroleum that is in high demand in the rest of the world, which approach is the more logical of the two approaches for that country? Why? What is the other approach to development? what advantages and disadvantages does this approach offer?
